MATRYOSHKA SAILING CUP 2019

REGULATION of regattas (NoR)

Designation [DP] in the rule NoR means that punishment for violation of this rule can be at the discretion of the international jury less, than disqualification.

1. CONDUCTING ORGANIZATION

 1.1. The organizers of this event are AKVATORIA LLC (Russia) / AQUATORIA  LLC (Croatia).

 

1.2. With support of More Boats PLC, NORTH SAILS D.O.O., Мarina Pirovac D.O.O., Laguna Trade D.O.O. – Marina Frapa, Restoran Festa-Isola di Zut/ Golubovac Bay-Island of Zut, Helly Hansen (Wellspring D.O.O.). 

 

1.3. Regatta office will be located at Aquatoria charter company, Marina Pirovac, address: Obala Rtine 1a, Pirovac, 22213, Croatia.

2. RULES

2.1. The “Rules” as defined in Racing Rules of Sailing (RRS) of the World Sailing 2017-2020.

2.2. The World Sailing Offshore Special Regulations 2018 – 2019. (Cat.4)

2.3.  IRC Rules 2018, Parts A, B, C. 2.5.

The International Regulations for Preventing Collisions at Sea (IRPCS) will prevail over the RRS from sunset till sunrise.

 

2.4. The sunrise is 0730 (LST) and sunset time is 1815 (LST) for each stage.

 

2.5. No local authority prescriptions will apply.

 

2.6. The official language of the event will be English.

2.7. In case of conflict between the Rules above, the Notice of Race and the Sailing Instructions, its amendments will be valid according to their issue date. This changes RRS 63.7.

3. ADVERTISING

3.1. Yachts may display advertising in accordance with Word Sailing Regulations 20, Advertising Code.

 

3.2. The organizers may require competitors to display event sponsor’s advertising material. Labels will be supplied at registration. These shall be fixed according to organizer’s instructions.

4. PARTICIPATION

4.1. The regatta is open for monotype yachts: Bavaria 42match, Bavaria 40S, Salona 38,

(https://www.matryoshka-cup.com/deviziony)  provided by organization committee at charter terms in Aquatoria company.

4.2. The regatta is open for all yachtsmen who comply with the World Sailing Eligibility Code. Competitors must be eight (8) and older.

 

4.3 Each skipper shall submit a crew list attached to “Race Entry Form”.

 

4.4. There will be no upper crew limitation, but a minimum crew of three (3) is required.

 

 4.5. Every change of a crewmember shall be declared to the Regatta Office no later than two (2) hours before start time. [DP]

4.6. The organizing authority or the race committee may reject or cancel the entry of a yacht or exclude a competitor provided it is made before the start of the first race and the reasons for doing so are stated (RRS 76.1).

5. APPLICATIONS

5.1. Eligible boats may enter by two options:

 

5.1.1. Online Entry Form duly completed from  www.matryoshka-сup.com with  pre-payment  of the yacht or place on the yacht.

5.1.2. Message-request to sailing-tour@mail.ru with  further clarification of the division, dates, crew list, skipper license, payer contacts and other information for filling of the service agreement. After confirmation of booking, crew registration at the website will be needed.

 

5.2. Entries for the stage shall be submitted to the Aquatoria Yaсhting no later than:

before 14.10.2019, 1700 (LST) hrs

5.1.1. Online Entry Form duly completed from  www.matryoshka-сup.com with  pre-payment  of the yacht or place on the yacht.

5.1.2. Message-request to sailing-tour@mail.ru with  further clarification of the division, dates, crew list, skipper license, payer contacts and other information for filling of the service agreement. After confirmation of booking, crew registration at the website will be needed.

 

 

5.2. Entries for the stage shall be submitted to the Aquatoria Yaсhting no later than:

before 14.10.2019, 1700 (LST) hrs

 

5.4.(c). register at the Regatta Office, including payment of all fees,

5.4.(d). submit a charter agreement, valid on the dates of Matryoshka Sailing Cup, with an entry form during the registration. The mentioned agreement should be either signed under the name of the person who is in charge or a crewmember of the yacht.

6. CONTRIBUTIONS

6.1. The entry fee for yachts shall be as follows:

6.1.а. Entry fee for boats includes charter fee, bed  linen, final cleaning, transit log, organizing  and judge’s expenses, prizes.

 

Extra payment:  fuel, towels, tourist  tax

 

6.1.b. Entry fee for crews shall be €230 and this fee includes participation in   events of the Cup. Same fee will apply to non-racer persons.

 

Entry fee per person includes participation in ashore program: opening, closing, awarding events etc. depending on the stage, meals, T-shirts. 

 

 

6.2.Entry fee for individuals:

6.2.а. Entry fee for individual participants includes charter fee, skipper’s service, final cleaning, transit 

log, organizing  and judge’s expenses, participation in ashore program.
 

Extra payment: fuel, tourist  tax

6.3.  A deposit of €50 will be charged for the class signs and flags, which is refundable at the end of the regatta.

7. CLASSES

7.1. The yachts entered to the regatta will race in fleet races.

7.2. OBLIGATIONS AND RESTRICTIONS FOR CHARTER CLASSES, [DP]

7.2.(a). All the regular charter equipment shall be on board:

7.2.a.1. Tables in cockpit and cabins can be demounted.  Anchor shall be in the anchor locker.

 

7.2.a.2. All safety equipment shall be on board:

 

7.2.a.3. At least one (1) anchor and chain combined with adequate rope for the intended use and size of the boat.

7.2.a.4. Ropes, reserve fuel and water tanks, galley utensils, gas with balloons, fire extinguishers etc.

 

7.2.a.5. Dinghies, outboard engines, biminis and spray hoods can be removed.

8. PROGRAM REGATTAS AND SCHEDULE OF RACES

 

8.1 MATRYOSHSKA SAILING CUP is held from Thursday 14.11.2019 until Sunday 17.11.2019.

 

8.1.1. The participators may arrive in any day from Saturday 09.11.2019 until Thursday 14.11.2019, check in the yacht and start training in defined area near Pirovac.

8.2. The program  :

14.11.2019, Thursday

0900-1200 – Arrival of crews, registration in regatta

 

1230 – Briefing for skippers

1300 – Training race ”UP-DOWN”

1900 – Opening of regatta

15.11.2019, Friday

1000 – Briefing for skippers

1200-1700 - ”UP-DOWN” races, return to home port

 

1900 - Dinner

16.11.2019, Saturday

1000 – Briefing for skippers

1200-1800 - Offshore races, return to home port

 

1930 – Party on shore

17.11.2019, Sunday

1000 – Briefing for skippers

1200-1530 - ”UP-DOWN” races, return to home port

 

1600-1800 – Yacht check out

1900 - Awarding ceremony, gala dinner

 

8.4. Warning signal for the 1st race will be given in 1200 for the 1st division.

8.5. “UP-DOWN” races are expected 3 times a day.

9.AREA  

9.1. The races will be held at Croatian coast in front of Murter & Murtersko more.

10. RACING INSTRUCTION AND DISTANCE SCHEME

10.1. The Sailing Instructions will be available from 1600 (LST) with registration for regatta stage at the Regatta Office.

10.2. The sketches of the course will be announced with the instructions for the race day and posted on the regatta website.

10.3. The organizers and the race committee reserve the right to change the regatta program due to weather conditions and for safety reasons.

11. CALCULATION OF POINTS AND NUMBER OF RACES

11.1. The Low Point System (RRS A4) will be applied.

 

11.2. Nine (9) races are scheduled during each stage . The organizing committee has the right to change the number of races.

11.3. The stage is constituted  if at least three (3) races are completed.

11.4. One (1) discard will be allowed if five (5) races are completed.

 

11.5. The winner of the stage will be the yacht with the lowest total score.

11.6. In case of equal score between yachts, RRS A8 will be applied.

 
11.7. Sum of ranks from all three stages of the Cup, will be used to define the overall ranks in each division . For purpose of overall ranking after all three stages A8.1 will not apply

12. RADIO COMMUNICATIONS

12.1. It is mandatory to have functioning VHF radio during the races.

 

12.2. The Race Committee intends to transmit information messages to competitors on VHF radio.

 

12.3. The specific channels for each racing area will be stated in the sailing instructions.

12.4. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones (voice and/or data transmissions). [DP]

21. INTERNATIONAL JURY

21.1. Social events schedule will be announced later.

ORGANIZING COMMITEE

13. MEASUREMENT CHECKS & INSPECTION 

13.1. All skippers must ensure that their yacht complies with Word Sailing Offshore special regulations and their inventory includes all equipment for “Category 4 Races” defined by above rule. [DP]

 

13.2. Yacht’s inventory may be randomly inspected in marina or on the water by inspectors appointed by the Race Committee.

14. BERTHING 

14.1. Participating yachts may moor in Pirovac Marina free of charge, during the stages of the Cup. After races, yachts returning to the haven shall call marina authority on VHF Channel 76 for berthing instructions. Due to high number of participants, mooring alongside other yachts may need. These moorings will be under skipper’s / owner’s responsibility.

 

 

14.2. Pirovac Marina is an open marina and is not responsible for the safety of yachts. Each yacht owner / lessee is responsible for ensuring the safety of his/her yacht and taking the yacht to a secure marina or bay. In addition, any other risks that may occur whilst moored in Pirovac Marina during time stipulated above are the responsibility of the participants and Pirovac Marina accept no responsibility.

15. DIVING EQUIPMENT AND PLASTIC POOLS 

15.1. Without prior written permission of the Race Committee, underwater breathing apparatus and plastic pools or their equivalent shall not be used around any participating yacht between the preparatory signal of the first race and the end of the Regatta. [DP]

16. PRIZES 

 

 

16.1. At the end of the each stage the three best scoring yachts in each class / division will be awarded with small cups, medals, diplomas and  prizes.

 

16.2. At the end of three stages of the Cup the best scoring crews in each class / divisions will be determined and awarded with cups, medals, diplomas and  prizes and gifts of regatta’s partner Helly Hansen.

16.4. Will be awarded fastest boats in class/divisions:

 

Blue ribbon for the fastest yacht of monotype class Bavaria Cruiser 40S.

Blue ribbon for the fastest yacht of monotype class Bavaria 42 Match.

Blue ribbon for the fastest yacht of monotype class Salona 38. 

16.3 Prizes for the winners of individual races «Up & Down» in monotype classes Bavaria 40S,  Bavaria 42 Match,  Salona 38.

16.4. Special prize for crews with most women.

 

16.5. Special prize for “Safety participation”.

 

16.6. The organizers reserve the right to establish additional prizes from partners and sponsors of the Cup.

17. DENIAL OF RESPONSIBILITY

17.1. Competitors and support team participate in the series entirely at their own risk and they are reminded of the state of RRS 4, “Decision to Race”. Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

 

17.1.(a). They realize the integral risk element, connected with sport, and take the responsibility for susceptibility of the crew and the boat to such inherent risk, participating in an action.

17.1.(b). They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore.

17.1.(c). They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions.

17.1.(d). By participating in any race, they are satisfied that their boat is in good order, equipped to sail in the event and they are fit to participate.

 

17.1.(e). Patrol boats, umpires and other officials and volunteers provided by the organizer does not relieve them of responsibility.

 

17.1.(f). The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.

 

17.1.(g). It is their responsibility to familiarize themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event.

 

 

17.2. Aquatoria Yachting, International Jury, Race Committee and all parties involved in MATRYOSHSKA SAILING CUP organization will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after Races.

18. INSURANCE 

18.1. Each participating yacht must be insured with sufficient insurance cover to meet all or any claims and third party coverage before racing.
The three options of deposit are possible:

18.1.1. Standard deposit

The amount of payment is 1500 EUR.

The payment is made with check in of yacht and refunded with check out in case there is no damage to yacht impaired.

18.1.2. Deposit insurance.

The amount of payment is 300 EUR.

The payment is made with check in of yacht and not refunded. In case of a serious damage, investigation with insurance company is pursued.

18.1.3. Package offers.

18.1.3.a. Comfort Cruise package – 450 EUR, the cost of package includes: transit log, deposit insurance, bed linen, towel for each crew member, beach towel for each crew member, basic package for heads and galley, unlimited WIFI connection, + welcome package 

(1 bottle of champagne, 5 liters of water).

 

 

18.1.3.b. Comfort Race Package – 800 EUR, the cost of package includes: preparation of yacht for regatta, transit log, deposit insurance, bed linen, towel for each crew member, beach towel for ___ persons, basic package for heads and galley, unlimited WIFI connection, + welcome package (10 bottles of beer, 5 liters of water).

 

18.2. Each crew member must have extended health insurance suitable for international competition.

19. PRESS CENTER

19.1. Press members who would like to follow the regatta are kindly asked to have an accreditation. For accreditation please contact Regatta office.

20. RIGHTS TO USE NAME AND IMAGES 

20.1. With participation, the participant automatically provides to the organizer and authors, is right for ever to do, use and show from time to time and at discretion, any movies, photos and video recorded or for television and his / her other reproduction during the competition in which the athlete participates also in all materials connected with an action without compensation.
